We are hiring for the project “Strengthen communities’ capacity and build support and collaboration to phase out pesticides and promote agroecology for a toxic-free Asia” that aims to reduce the harm caused by highly hazardous pesticides by improving the health and income of farmers, women, youth, agricultural workers and indigenous peoples’ as well as protecting the environment through agroecology.

Terms of Reference
SENIOR CAMPAIGN COORDINATOR
Job Title: Senior Campaign Coordinator
Location: Penang, Malaysia
Purpose of Position
- Builds consensus among all partners to unite on and collectively define strategic campaign goals and desired outcomes
- Leads and facilitates the process of developing with partners effective and appropriate campaign strategies to achieve the goals and deliver the outcomes
- Coordinates the implementation and ensures synergy of all activities under the campaigns at the national, regional and international levels
- Closely monitors and analyses all relevant developments, trends and issues at the regional and global levels to effectively guide the campaigns
- Consults regularly and proactively with partners to address in a timely manner current or emerging challenges or difficulties that may impact the achievement of the campaigns’ goals and objectives
- Ensures that the campaigns adhere to and enrich PANAP’s Theory of Change
Capacity building
- Organizes activities that will help build the capacity of partners to implement the campaigns’ plans and strategic objectives, including on specific skills such as participatory action research and documentation, etc; as well as facilitating exchanges of learnings and experiences
- Facilitates the use of existing and develops new campaign tools and materials to assist partners in implementing the campaigns
- Builds the capacity of other community-based organizations, CSOs and other stakeholders to help implement the campaigns’ plans and achieve their strategic goals
Relationship development
- Develops positive and mutually beneficial relationships with the UN, CSOs and regional platforms and governments for the purposes of networking and broadening support for the campaigns, policy advocacy, resource acquisition and mobilization, etc.
- Participates in relevant networks and coalitions at various levels towards the attainment of campaigns’ strategic goals
Research and data collection
- Develops and implements a systematic way of collecting and analysing important data and information that are useful for the campaigns such as cases of poisoning and other health impacts of pesticides on children; pesticide policies and gaps; and corporate accountability related to human rights violations and harmful health and environmental impacts of pesticides
Quality Reporting
- Reports on all advocacy and campaign outcomes and impacts based on regular bilateral and multilateral meetings and consultations with all partners involved in the campaigns
- Communicates such reports to all concerned parties, including partners and funder/s
Communication
- Leads the conceptualization of campaign and information materials that are relevant to the campaigns’ goals and desired outcomes and are useful to the partners who are part of the campaigns
Works closely with PANAP’s communication team in developing and producing press releases, infographics, web and other online contents, and other useful materials to promote the campaigns for the mass media, social media and general public Policy Advocacy
- Represents PANAP in conferences, meetings, and platforms that are relevant to the campaigns at the national, regional and international levels
- Leads in drafting policy papers, briefing papers and other similar documents for submission to pertinent international, regional and national institutions
Monitoring and Evaluation
- Guides and supports the programme’s monitoring and evaluation officer in designing and implementing a monitoring and evaluation system to generate the needed evidence for policy engagements as well as the monitoring of overall performance.
Required Qualifications: Education/Knowledge/Technical Skills and Experience
- Educational level required: Undergraduate or Graduate degree, preferably in sciences, social sciences, public health, management, development studies or other related fields
- Language requirement: Fluency in English both verbal and written
- The following skills are desired:
- Writing skills, especially the ability to convey complex ideas in a clear and coherent way
- Basic computer skills
- Basic public speaking and communication skills
Experience:
- Five years or more, experience working in programme implementation, campaign coordination or programme management
- Experience in policy advocacy at the regional and global levels
- Experience in managing empowering partnerships and other relationships
- Experience in developing proposals and coordinating ideas for managing donor relationships
- Sound knowledge in global political debates related to pesticides issues and agroecology is an advantage
- Sound knowledge of pesticide issues, the Pesticide Code of Conduct and Management, the Rotterdam and Stockholm Conventions as well the Strategic Approach to International Chemicals Management (SAICM)
- Experienced in managing research projects and documentation
- Sound knowledge in campaign strategies and effective persuasion/communication
- Proven experience in managing national and international campaigns
- At least 3 years working experience in a CSO.

MONITORING AND EVALUATION OFFICER
Job Title: Monitoring and Evaluation Officer
Location: Penang, Malaysia
Main duties and responsibilities: The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project as well as the ensuring the funds available are utilised effectively. He/she will also provide technical assistance to PANAP and the implementing partners, particularly in relation to monitoring, reporting and governance issues. Specific duties: Setting up the system:
- Assists in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
- Assists in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
- Develops the overall framework for project M&E, including mid-term project review, impact assessment, and final evaluation
- Develops project Performance Monitoring Plan with relevant data collection systems including funds used.
- Reviews the quality of existing data in the project subject areas, the methods of collecting them, and the degree to which they will provide good baseline statistics for impact evaluation
- Develops baseline data for each project component and for all project indicators.
- With collaborating partners, reviews their existing approaches and management information systems and agree on any required changes, support and resources
- Develops a plan for project-related capacity-building on M&E and for any computer-based support that may be required
- Organizes and undertakes training with collaborating partners on M&E as required
Implementation of M&E and coordination:
- Collects data on a regular basis to measure achievement against the performance indicators and funds utilisation.
- Checks data quality with partners
- Maintains and administers the M&E database; analyses and aggregates findings
- Supports project progress reporting, project mid-term review and final evaluation
- Identifies areas where technical support to project partners is needed
- Organizes refresher training on M&E for partners as required
- Identifies lessons learned and develops case studies to capture qualitative outputs of the project
- Provides advice to the project team and partners on improving project performance using M&E findings
- Works closely with the project manager PANAP’s campaign coordinator and communication team in the production of case studies
- Performs other duties as may be assigned by the Project Manager
Communication:
- Produces reports on M&E findings and prepare presentations based on M&E data as required
- Provides the Project Manager with management information she/he may require
- Checks that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action, and if necessary, creates such discussions to fill any gap
Qualifications requirements: Education:
- First level university degree in statistics, demographics, public policy, international development, economics, or related field is required or
- Advanced certificate in M&E, statistics or economics or
- Masters in Business Administration (MBA) or equivalent
Experience:
- Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects
- Experience in gender analysis and knowledge management within CSOs and other sectors may constitute an added advantage
- Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages
- Experience in designing and managing beneficiary monitoring and database systems
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
- Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies
- Experience in planning and managing surveys
- Experience in developing and refining data collection tools
- Experience with data quality assessments and oversight
- Experience in managing and providing training to partners and target beneficiaries
- Ability to facilitate and serve as project liaison for externally-managed evaluations
- Language requirement: Fluency in English required; both verbal and written.
