Terms of Reference

Job Title: Project Officer

Location: Penang, Malaysia

Key Responsibilities

  1. The position will require the individual to support the successful implementation of the project – ‘Improved women and labour rights and social protection for women farmers, agricultural workers and indigenous people in the food and agricultural production’
  2. Support for Women’s Rights and Labour Rights including social protection project through strengthening of women farmers, agricultural workers and indigenous people in the food and agricultural production and movements through research, documentation, campaign, policy advocacy and information sharing.
  3. To support cross-sectoral alliance building between the rural women farmers movements and labour right movements, introducing the labour rights and social protection issues in the work of the network members.

Specific Responsibilities

Specifically, the Project Officer shall:

Research and Documentation

  1. Facilitate and carry out evidence-based knowledge and documentation regarding the risks and vulnerabilities that women farmers and agricultural workers face, including insights into vulnerabilities caused by climate change, which will provide the basis for advocacy work.
  2. Documenting successful strategies of resilience (domestic production) and agroecology and marketing strategies through broad social media outreach

Capacity Building

  • Oversees the capacity building activities for partners and key stakeholders in relation to the women and labour rights including social protection.
  • Coordinate skills training of partners through webinars and face to face meetings, workshops on organizing, mobilizing, skills on policy advocacy and campaigning and the use of media

Policy Advocacy and Campaigns

  • Participate in efforts to strengthen the movement of and voices for women’s rights and labour rights at all levels in various meetings and workshops etc.
  • Launch campaigns to support women’s rights and labour rights including social protection
  • Oversees the development, design and implementation of policy papers, policy research/briefs, and policy recommendations/ interventions other materials for advocacy, communications and media purposes that are relevant to the women’s rights and labour rights

In addition:

  • Facilitate networking and alliance-building;
  • Writing regular and annual reports, and provide briefings and feedback to the network and to the staff of the organisation in the areas of responsibility;

Required Skills and Experience

Education:

University Degree preferably in Human Rights, Gender Studies, Political Sciences, Social Sciences, Public Administration or related field.

Experience:

  • Minimum 5 years work experience with national and international CSOs in the ASEAN region;
  • Sound knowledge of Social Protection and Labour Rights policies and issues in the region;
  • Good knowledge and understanding of Pesticides issues and risks and vulnerabilities that women farmers and agricultural workers face in the region;
  • Experience in coordinating policy advocacy and campaigns;
  • Ability to work creatively and independently both in the field and in the office;
  • Strong training & facilitation skills;
  • Good reporting, writing and analytical skills; and
  • Excellent computer skills and social media platforms,

Language Requirements:

Fluency in written and spoken English.
