Terms of Reference

Job Title: Project Officer

Location: Simpang Ampat, Penang, Malaysia

Terms: Full-time fixed contract

Key Responsibilities

  1. The position will require the individual to support the successful implementation of the project – ‘Improved social protection and labour rights for women farmers, agricultural workers and indigenous people in the food and agricultural production’
  2. Support for Women’s Rights and Labour Rights including Social Protection, through strengthening of women farmers, agricultural workers and indigenous people in the food and agricultural production and movement building through research, documentation, campaign, policy advocacy and information sharing.
  3. Support cross-sectoral alliance building between the rural women farmers movements and labour right movements by introducing labour rights and social protection issues in the work of the network members.

Specific Responsibilities

Specifically, the Project Officer shall have the following key responsibilities:

Research and Documentation

  1. Facilitate and carry out evidence-based knowledge and documentation regarding the risks and vulnerabilities that women farmers and agricultural workers face, including insights into vulnerabilities caused by climate change, which will provide the basis for campaign and advocacy work.
  2. Document successful strategies of resilience (domestic production) and agroecology and marketing strategies through broad social media outreach.

Capacity Building

  • Oversee capacity building activities for partners and key stakeholders in relation to the women and labour rights including social protection.
  • Coordinate skills training of partners through webinars and face to face meetings, workshops on organising, mobilising, skills on policy advocacy and campaigning and the use of media

Policy Advocacy and Campaigns

  • Participate in efforts to strengthen the movement of and voices for women’s rights and labour rights at all levels in various meetings and workshops etc.
  • Launch campaigns to support women’s rights and labour rights including social protection
  • Oversee the development, design and implementation of policy papers, policy research/briefs, policy recommendations/interventions and other materials for advocacy, communications and media purposes that are relevant to the advancement of women’s rights and labour rights

In addition:

  • Facilitate networking and alliance-building;
  • Writing regular and annual reports, and provide briefings and feedback to the network and to the staff of the organisation in the areas of responsibility;

Required Skills and Experience

Education:

University Degree preferably in Human Rights, Gender Studies, Political Sciences, Social Sciences, Public Administration or any related field.

Experience:

  • Minimum 5 years work experience with national and international CSOs in the ASEAN region.
  • Sound knowledge of Social Protection, Labour Rights and Women’s Rights, and related policies and issues in the region.
  • Good knowledge and understanding of Pesticides issues and risks and vulnerabilities that women farmers and agricultural workers face in the region, including agroecology efforts and initiatives.
  • Experience in coordinating people-powered policy advocacy and campaigns.
  • Experience in project management, including excellent organisational and time management skills.
  • Ability to work creatively and independently both in the field and in the office with minimal supervision.
  • Willingness to travel to rural communities when and as necessitated.
  • Ability to work collaboratively and collectively with others, including colleagues, external stakeholders and local community members.
  • Strong training & facilitation skills.
  • Good reporting, writing and analytical skills.

Other Requirements:

  • Fluency in written and spoken English
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Experienced in using remote facilitation tools like Zoom and Microsoft Teams, and skilled in Google Workspace (Google Drive, Google Sheets, Google Docs)
  • Have basic knowledge of social media platforms
  • Adobe Suite and Canva-efficient (desirable)
