Main duties and responsibilities:
The Gender Specialist advises PANAP’s Project Team, partners and other PANAP staff as well as the Management Committee and the Steering Council, on gender policies and trends and their relevant linkages to PANAP’s objectives, programmes and projects. The Gender Specialist provides analysis and proposals for formulation of strategies to ensure the mainstreaming of gender issues and strengthening of women’s participation in all of PANAP’s programmes and activities. The Gender Specialist works under the guidance and supervision of the Project Manager/Executive Director.
Specific Duties and Responsibilities
- Mainstreaming of Gender Issues and Perspective
- Work with PANAP partners and the PANAP team to undertake overall gender analysis and assessment including on women´s and men´s experience on pesticides, as well as on their knowledge on pesticides and agroecology issues to enable the mainstreaming of gender in the project, specifically the empowerment, participation and leadership of women
- Based on the analysis and assessment, suggest adjustments to the project and make recommendations to develop, improve and/or modify the priorities, objectives, the strategies and work plans of the project to ensure gender sensitivity
- Ensure the effective application of the Results Based Approach, establishment of targets, and monitoring achievement of results on gender mainstreaming
- Advise on facilitation of knowledge and capacity building on gender issues, including training of staff and partners
- Provide policy advocacy and campaign strategies advice to programmes and projects to ensure these are responsive to PANAP’s gender mainstreaming objectives and plans
- Attend meetings to advance PANAP’s goals to advance women’s rights and gender mainstreaming (in consultation and agreement with the Project Manager and/or ED)
- Capacity Building of Rural and Indigenous Women
- Organise capacity building workshops on gender mainstreaming and women’s leadership at the regional level.
- Assist partners in organising capacity building workshops at the national and/or local levels
- Provide sound contributions on gender mainstreaming and women’s empowerment to PANAP, partners, knowledge networks and communities through identification of best practices and lessons learned
Strengthening of Advocacy and Campaigns to Advance Women’s Rights
- Participate in efforts to strengthen the movement of and voices for women’s rights at all levels, including strategy meetings, workshops, conferences, etc.
- Support the Asia Rural Women’s Coalition in facilitation of meetings, advocacy and campaigns
Skills and Knowledge Requirements:
- Demonstrated commitment to the promotion of women’s rights in Asia Pacific;
- Experience and knowledge on gender participatory action research with grassroots organisations and their communities;
- A degree in social sciences, sciences, human rights or women’s studies is preferred;
- In-depth understanding of the political, economic and socio-cultural environments in Asia;
- Minimum of five years’ experience in development work and women’s rights at the national or regional level;
- Ability to advocate for and provide policy advice on women’s issues
- Ability to lead strategic planning, results-based management, monitoring and reporting on gender mainstreaming;
- Demonstrated ability to work with diverse groups and countries;
- Excellent command of English, both oral and written presentations;
- Demonstrated ability to write campaign materials and briefing papers as well as programme reports and project proposals;
- Good interpersonal skills, with ability to network in a multi-cultural environment and to develop strong professional relationships with members and other stakeholders;
- Knowledge and familiarity with computer programmes such as word processing, and visual presentations, etc.
- Must be able to travel overseas as required.
