First PANAP Congress

The First PANAP Congress was held in Manila, Philippines in 2003, with over 140 participants from 17 countries—a culmination of a decade of building partnerships with people’s movements. The Congress united behind people’s food sovereignty, the right to land and food, control over seeds, and building women’s leadership as the major plank of all PANAP programmes and campaigns.

That same year, PANAP launched the Save Our Rice Campaign to counter the various threats to Asia’s rice heritage and wisdom.
