PAN Asia Pacific (PANAP) is one of five regional centres of Pesticide Action Network, a global network dedicated to the elimination of harm upon humans and the environment by pesticide use, and to the promotion of biodiversity-based ecological agriculture. PANAP’s vision is a society that is truly democratic and culturally diverse, based on social and gender justice, fair distribution of productive resources and environmental safety and sustainability.

We are hiring for three projects. The first one is “Strengthen communities’ capacity and build support and collaboration to phase out pesticides and promote agroecology for a toxic-free Asia” aims to reduce the harm caused by highly hazardous pesticides by improving the health and income of farmers, women, youth, agricultural workers and indigenous peoples’ as well as protecting the environment through agroecology. For this project, we have one vacancy for Project Management Officer. The position is in Penang, Malaysia.

For the second project “Asian People’s Exchange for food Sovereignty and Agroecology”, there is one vacancy for Project Coordinator. The position is in Manila, Philippines.

Lastly, we have one vacancy for the project “Advancing food sovereignty and people’s rights to land and resources: Addressing current and new challenges in Asia through the No Land, No Life! regional campaign”. The position is in Manila, Philippines and it is for Programme Assistant.

Terms of Reference

PROJECT MANAGEMENT OFFICER

Job Title: Project Management Officer

Location: Penang, Malaysia

Main duties and responsibilities:

Background

Under the overall guidance of the Executive Director and in close collaboration with the Project Coordinators, the Project Management Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and to monitor the project to ensure it maintains its strategic vision and that its activities are implemented in a cost effective and timely manner.

The Project Management Officer will be responsible for designing and implementing the Monitoring and Evaluation activities of PANAP Projects; assisting the Project Coordinators in preparing Quarterly/Annual reports on projects’ progress and will monitor the projects’ activities on a regular basis, developing and maintaining the Management Information System of the Projects and will be responsible for the collection & analysis of different data in relation to the projects’ activities.

The Project Management Officer will work in close collaboration with project teams and PANAP’s Partner Organizations.

The Project Management Officer will also work on integrating and mainstreaming gender across all PANAP projects. The Project Management Officer advises PANAP’s Project Team, partners and other PANAP staff as well as the Management Committee and the Steering Council, on gender policies and trends and their relevant linkages to PANAP’s objectives, programmes and projects. The Project Management Officer provides analysis and proposals for formulation of strategies to ensure the mainstreaming of gender issues and strengthening of women’s participation in all of PANAP’s programmes and activities. In regards to the gender mainstreaming, the Project Management Officer works under the guidance and supervision of the Project Coordinators and Executive Director.

Duties and Responsibilities

Assist in setting up the system:

  • Together with Project Coordinators, assist in the development and/or finalization of the projects objectives, work plans and indicators and help to set up systems to monitor its implementation.
  • Develop the overall framework for projects M&E, including mid-term project reviews, impact assessments, and final evaluations
  • With collaborating partners, reviews their existing approaches and management information systems and agree on any required changes, support and resources
  • Develops a plan for project-related capacity-building on M&E and for any computer-based support that may be required
  • Organizes and undertakes training with collaborating partners on M&E as required

Assist in implementation of M&E and coordination:

  • Maintains and administers the M&E database; analyses and aggregates findings
  • Supports project progress reporting, projects mid-term review and final evaluation
  • Identifies areas where technical support to project partners is needed
  • Provides advice to the project team and partners on improving project performance using M&E findings

Mainstreaming of Gender Issues and Perspective:

  • Ensure the effective application of the Results Based Approach, establishment of targets, and monitoring achievement of results on gender mainstreaming
  • Advise on facilitation of knowledge and capacity building on gender issues, including training of staff and partners
  • Attend meetings to advance PANAP’s goals to advance women’s rights and gender mainstreaming (in consultation and agreement with the Project Coordinators and/or Executive Director)

Capacity Building of Rural and Indigenous Women:

  • Organise capacity building workshops on gender mainstreaming and women’s leadership at the regional level.
  • Provide sound contributions on gender mainstreaming and women’s empowerment to PANAP, partners, knowledge networks and communities through identification of best practices and lessons learned

Required Skills and Experience

Education:

University Degree preferably in Business Administration, Economics, Gender Studies, Political Sciences, Social Sciences or related field.

Experience:

  • At least 5 years of experience in the design and implementation of Monitoring & Evaluation in development projects implemented;
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Experience at national or international level in the field of gender related projects;
  • Strong training & facilitation skills;
  • Good reporting and writing skills;
  • Previous experience with NGO/CSO is considered as an advantage

Language Requirements:

Fluency in written and spoken English.


Terms of Reference

PROJECT COORDINATOR

Job Title: Project Coordinator

Location: Manila, Philippines

Key Responsibilities

The Project Coordinator is expected to:

  1. Coordinate the planning, implementation, troubleshooting, assessment and reporting of all Project activities
  2. Coordinate the implementation and satisfactory accomplishment of Project objectives

Specific Responsibilities

Specifically, the Project Coordinator shall:

  1. Call and/or attend regular and special meetings or consultations about the Project
  2. Coordinate with concerned Project partners the successful implementation of all activities, including helping ensure the logistical preparations and needs for meetings, workshops, trainings, etc.
  3. Coordinate the drafting, revision, finalization and timely submission of narrative and financial reports of the Project
  4. Ensure that all Project deliverables are achieved within the planned timeline through close monitoring of implementation of activities and timely intervention whenever needed

Additional details of the identified specific tasks shall be discussed during the interview process with applicants.

Desired Qualifications

  1. Good communication skills, both oral and written, specifically in English
  2. A bachelor’s degree is required while a master’s degree in public policy, international development, economics, social sciences, sciences, human rights, women’s studies or related field is an advantage
  3. Good interpersonal and organizational skills
  4. Knowledge and understanding of food sovereignty and related issues in Asia is an advantage
  5. Prior experience in NGO work, including on campaigns and advocacy, is required
  6. Willing to travel on a regular basis


Terms of Reference

PROGRAMME ASSISTANT

Position Title: Programme Assistant

Location: Manila, Philippines

Key Responsibilities

The Programme Assistant is expected to:

  1. Facilitate strong support for the Food Sovereignty and Ecological Agriculture Programme through strengthening of farmers and movements through research, documentation, campaign, policy advocacy and information sharing.
  2. Take on tasks as an active member of the PANAP staff and to meet its overall objectives including organising meetings and workshops in this program, assisting in coordination of activities and with partners, assisting in fundraising, assisting in writing reports and providing regular reports to its officers and management.

Specific Responsibilities

Specifically, the Programme Assistant shall:

  1. Assist in the implementation and monitoring of the programme’s activities, through:
    • Providing support on research studies, campaign and policy advocacy work of the programme and partners;
    • Assisting in preparing publications, audio visuals and all other forms of media, including social media, to promote the programme’s advocacies and campaigns;
    • Assisting in networking and alliance-building
    • Providing support to partners in monitoring activities;
  1. Assist in developing funding proposals for the programme
  2. Assist in organising meetings, conferences, workshops and other activities of the programme
  3. Assist in writing regular and annual reports, and provides briefings and feedback to the network and to the staff of the organisation in the areas of responsibility;
  4. Attend meetings and discussion groups to further the objectives of the organisation
  5. Perform basic functions of administrative support for the programme and the PANAP office

Other specific tasks will be identified as the need arises.

Desired Qualifications

  1. Good communication skills, both oral and written, specifically in English
  2. Good interpersonal and organisational skills
  3. Knowledge and understanding of food sovereignty and related issues in Asia is an advantage
