Asian People\u2019s Exchange on Food Sovereignty and Agroecology (APEX)<\/b><\/p>\n
PAN Asia Pacific (PANAP), in consortium with MASIPAG and MISEREOR, <\/span>invites qualified <\/span>consultants <\/b>to submit tenders for the <\/span>External Evaluation of the Asian People\u2019s Exchange on Food Sovereignty and Agroecology (APEX)<\/b>.<\/span><\/p>\n APEX is a regional platform that supports grassroots organisations, movements, and communities in Asia in advancing <\/span>food sovereignty, people-led development (PLD), agroecology, and climate justice<\/b>. The evaluation will cover <\/span>APEX Phase 1 (2020\u20132023)<\/b> and <\/span>Phase 2 (2023\u20132026)<\/b> and will be conducted in the early part of the third year of Phase 2.<\/span><\/p>\n The evaluation will serve both <\/span>summative and formative purposes<\/b>: assessing results, relevance, and impact, while also generating strategic learning to inform the future of regional and international exchange, movement-building, and advocacy on food systems.<\/span><\/p>\n The evaluation aims to provide an <\/span>independent assessment<\/b> of APEX as a regional and international platform, guided by the <\/span>OECD-DAC criteria<\/b>: relevance, coherence, effectiveness, efficiency, impact, and sustainability.<\/span><\/p>\n It will focus primarily on APEX as an <\/span>international structure for multi-level exchange<\/b>, examining:<\/span><\/p>\n Community-level effects will be assessed through the perspectives and experiences of participating organisations.<\/span><\/p>\n Bidders are expected to propose a <\/span>mixed-methods, participatory, and gender-sensitive methodology<\/b>, which may include:<\/span><\/p>\n The proposed methodology should clearly respond to the evaluation questions and be feasible within the timeframe.<\/span><\/p>\n PANAP will support logistics and facilitate access to partners and documentation.<\/span><\/p>\n To implement the external evaluation, <\/span>one consultant<\/b> will be chosen based on the following criteria:<\/span><\/p>\n Applicants should submit a <\/span>financial proposal of not more than 10,000.00 euros<\/b>.
