Invitation to tender: External evaluation of APEX Phase 1 & Phase 2 (2020–2026)

Asian People’s Exchange on Food Sovereignty and Agroecology (APEX)

PAN Asia Pacific (PANAP), in consortium with MASIPAG and MISEREOR, invites qualified consultants to submit tenders for the External Evaluation of the Asian People’s Exchange on Food Sovereignty and Agroecology (APEX).

APEX is a regional platform that supports grassroots organisations, movements, and communities in Asia in advancing food sovereignty, people-led development (PLD), agroecology, and climate justice. The evaluation will cover APEX Phase 1 (2020–2023) and Phase 2 (2023–2026) and will be conducted in the early part of the third year of Phase 2.

The evaluation will serve both summative and formative purposes: assessing results, relevance, and impact, while also generating strategic learning to inform the future of regional and international exchange, movement-building, and advocacy on food systems.

Purpose and scope of the evaluation

The evaluation aims to provide an independent assessment of APEX as a regional and international platform, guided by the OECD-DAC criteria: relevance, coherence, effectiveness, efficiency, impact, and sustainability.

It will focus primarily on APEX as an international structure for multi-level exchange, examining:

  • The relevance and effectiveness of APEX in strengthening partner organisations and their work with rural communities
  • The contribution of PLD, agroecology, and advocacy components to food systems transformation and climate justice
  • Governance, coordination, and management arrangements within APEX
  • Participation, leadership, and inclusion of women, youth, and Indigenous Peoples
  • Key success factors, challenges, and lessons for future collaboration and learning

Community-level effects will be assessed through the perspectives and experiences of participating organisations.

Methodology

Bidders are expected to propose a mixed-methods, participatory, and gender-sensitive methodology, which may include:

  • Desk review of the project and learning documents
  • Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with partners, Working Groups, Secretariat, and consortium members
  • Case studies of how APEX exchange has influenced partners’ work
  • Surveys, validation workshops, and storytelling approaches, where appropriate

The proposed methodology should clearly respond to the evaluation questions and be feasible within the timeframe.

Key deliverables

  • Inception Report (methodology, work plan, tools)
  • Draft Evaluation Report for feedback
  • Final Evaluation Report (30–40 pages, excluding annexes) with clear, actionable recommendations
  • Executive Summary (3–5 pages)
  • Presentation / Slide Deck for validation and learning

Timeline and level of effort

  • Level of Effort: Approximately 30–40 working days over 3–4 months
  • Indicative Timeline:
    • Contracting: February–March 2026
    • Inception: April 2026
    • Data Collection: May 2026
    • Draft Report: June 2026
    • Validation & Final Report: June–July 2026

PANAP will support logistics and facilitate access to partners and documentation.

Required qualifications

To implement the external evaluation, one consultant will be chosen based on the following criteria:

  • Demonstrated experience in development or programme evaluation using OECD-DAC criteria
  • Strong knowledge of food sovereignty, agroecology, and people-led development
  • Experience working with grassroots organisations and regional networks, preferably in Asia
  • Proven capacity to apply participatory, gender-sensitive methodologies
  • Fluency in English (regional language skills are an asset)

Budget and payment

Applicants should submit a financial proposal of not more than 10,000.00 euros. Payments will be made as follows:

  • 40% upon approval of the Inception Report
  • 30% upon submission of the Draft Evaluation Report
  • 30% upon approval of the Final Evaluation Report

Submission of tenders

Interested consultants should submit:

  • A technical proposal (understanding of the assignment, methodology, and work plan);
  • A financial proposal;
  • CV(s) of the consultant(s);
  • Samples of relevant evaluation work.

Management

The evaluation will be managed by PAN Asia Pacific (PANAP) on behalf of the APEX consortium, in coordination with MASIPAG and MISEREOR.

PANAP reserves the right to accept or reject any tender and is not obliged to select the lowest-priced bid.
